5. Jail time in some cases, especially for those helping others to violate the rules (like smugglers, transporters).

How can anyone illegally do Hajj. Allah has allowed them to go to Makkah, who do these governments think who they are. Hajj is legalized by Allah for any Muslim, there is no condition of having a visa or Hajj allowance from a taghuti governments in Islam.

If you are performing Hajj in an illegal way, first of all, that itself is a mistake. If the country you are living in has made laws for some religious activities, if you are not following them, then you will be committing more sins than good deeds, and Allah will not accept such a Hajj as well..
