I won't speak for other agencies, but too many regulations and statutes are intended to protect "competition" in the Dept of War (DoW). There are not many prime vendors left due to consolidation, but USG procurement is still supposed to spend months evaluating proposals that the contract officers and lawyers KNOW cannot be fulfilled. But they tell source selection panels to accept what they say in their proposals. Prime vendors also have massive legal teams to ensure intellectual property rights in data go to them, even though taxpayer funds were used to develop this technology. Military leaders only want results. They pretend to care about economics, but they really do not want to get involved in negotiations/challenges to rights in data. Why? Because this all takes time, energy, and manpower. They just want to stay on schedule and ensure money gets obligated, so it does not get taken and moved to something else. Also, Continuing Resolution Authority (CRA) slows procurements and modifications due to uncertainty which equals increased costs and schedules moving right. So, DoW leadership (green suiters & staffers) and everyone in Congress are to blame for increased costs to taxpayers. They should work 7 days a week and receive no pay as long as federal workers are in the same boat. And they never should have gotten free health care for life and very generous pensions that they vote on for themselves.

The democrats had a chance to reopen the government with the bipartisan bill which they voted yes to in March. SAME BILL but because Republicans refuse to provide free Healthcare for illegal aliens even though they voted yes in March for the bipartisan bill they voted no.
