trump does not intend to leave the WH. He is fortifying the bunker beneath the area where they are building the ball room. trump thinks he is going to stay forever.
I see this as a "punishment" to those who don't like him. I have known an abuser. His M.O. was to destroy anything that was precious to his victims. It is psychological nastiness, trying to prove tRump's nastiness and power over the nation.
